The time had come when Earth-That-Was could no longer support it's growing population and the needs of human kind. But the human race, resourceful in it's dire need, did not take this lying down and fought to preserve itself. A star was located nearby, home to dozens of planets and hundreds of moons, almost all of them them with the solidity and mass to be a template of the earth. They would be new Earths. Through the use of many techniques - terraforming technology, gravity regulation, introduction of Earthlife, etc - became their own Earth.
Everyone who was able, or willing, to leave migrated.
They were an advanced civilisation. Advanced in many strange and exotic ways. There were enlightened cultures, a respect for all religion and religious, beliefs. The literacy levels were at 94%, and the average lifespan was 120.
Public service was not law - just engrained into peoples ethos. Pot was legal. Prostitution had long since been abolished by the legilization and strict federal regulation of the sex trade. "Companion" houses were then set up throughout the central planets. No house was ever allowed to be ruled by a man, no companion was coerced into accepting a client - it wasn't allowed. Companions were trained in all arts, they were well-educated.
But there was trouble - as there so often is. Planets falling out, famine, battles...
In an effort to unite everyone, the Central Planets formed the ALLIANCE, a governing structure that unified them all under one governing body, the PARLIAMENT. The few members represented each planet and worked mostly in harmony to fulfil the needs of everyone they could. Harmony and secrecy.
The Parliament watched over the planets with fairness, but an iron fist and strong army.
The big trouble started when the Alliance started looking beyond its borders and to other worlds. Partly out of a desire to improve life, and partly born out of a desire to control, the Parliament as a whole decided that EVERY planet should become part of their progrem. Whether they wanted to be part of the Alliance or not.
The War for Unification was the most devastating in human history. Outer Planets such as Hera (where the Battle of Serenity was fought) , Persephone and Shadow mustered forces - more than half volunteers - to stop what they felt was nothing more than imperialist hegemony. The war raged for almost five years. The war tore into the planets between the central ones and rim worlds. The forces of the Alliance had the technology and the weapnory to overcome almost any foe.
They just didn't take into consideration how many men and women still considered freedom worth dying for.
The Battle of Serenity is the most widely known. Many battalians fought there including the 57th Overkanders - led by Malcolm Reynolds. War raged for seven weeks. When the battle was lost, the Independants lost, too.
After the war there was talk of branding the "browncoats" who had held Serenity Valley as criminals. Most were held in camps for a time, but the Alliance considered it an important gesture to free them. The stain of criminality never left those few thousand, but the legend of their tenacity has marked them as heroes in some places.
Right now? There is no 'war'... But little 'battles' are being fought, won and lost, all the time.
The Alliance may have won the first war, but that doesn't mean it can't be brought down...
